The City of Vancouver is stepping up efforts to increase dismal licensing compliance rates amongst dog owners.
At present, less than 25 per cent of city's approximately 110,000
dogs are licensed.  "Every year, we are getting that number up and
we're hoping this will be another jump," said Sarah Hicks,
Vancouver's animal services manager.
Vancouver's low compliance rates are in sharp contrast to Calgary's, which are estimated at 91 per cent.
